State Budget Framework

During a May 17 press conference, Gov. Tim Walz, Senate Majority Leader Paul Gazelka, and House Speaker Melissa Hortman announced a bipartisan two-year budget agreement. The proposed agreement would support working families, ensure students continue to catch up on learning, and help small businesses drive Minnesota’s economic recovery.

Gov. Walz released the following statement: “I’m proud that the agreement we reached makes historic investments in education while providing tax cuts for Minnesotans across the state. This demonstrates that, despite a divided legislature, Minnesotans are united by our shared values: We look out for our neighbors, we want everyone to have an opportunity to succeed, and we all do better when we all do better.”

This announcement came on the final day of the regular session, so a special session will be held in June to finalize the budget. House Speaker Melissa Hortman said she expects spreadsheets for budget bills by May 28, and budget bill language by June 4.

The global budget targets can be found here. This bipartisan two-year budget agreement is strictly numbers and political leaders still have a lot of work to do in finding agreement on key issues such as police reform, clean car rules, and other policy — and bonding.

  • HF2128: Omnibus health and human service policy and finance bill
  • HF164: Energy Conservation and Optimization Act of 2021 established

Senate Reports
  • SF958: Omnibus agriculture and broadband finance bill
  • SF193: Psychology interjurisdictional compact (PSYPACT) creation
